This is Scrooge McDuck 50th anniversary by Carl Barks. it was an exclusive creation for the 1997 Disneyana Convention by the Disney Catalog. they are limited to 500 but this one is numbered 000as a production sample and has COA signed in blue ink by Carl Barks
