      Hi, they remind me of tobacco cutters. Have you researched them? Google them as tobacco cutters. Good luck.

      they are actually upside down they do seem to close down like cutters one side I wanna say bottom has a groove in it so i guess it can also be a sort of clamp a very sharp one

      My initial thought was one handed pruning shears. But that would limit the size of cut. But if these are two handed pruning shears ( you don't mention size) with the hinge on the end there is lots of leverage. Just a possibility, especially if fairly large, seem to be strongly made, do you think that one handle is bent in? enjoy the find
