I'm looking for the maker and the pattern name for this piece. It measures 11" x 8" x 4.5". Anybody familiar with this piece?

I was thinking it is more flower petals (with Star of David centers) and vines or fern leaves. I have looked at Tuthil (similar) Sinclair (Similar) Hawkes (a little) Libbey (Similar)...who am I missing among the top craftsmen?

I found an example of an H.C.Fry piece of cut glass in their Persian pattern. A lot of similarities to this piece.

Yep, looks like this one belongs to H.C. Fry: http://www.liveauctioneers.com/item/23264528_6-x-5-12-american-brilliant-cut-glass-compote

You bowl is very close to Fry's Pershing pattern. Pershing was very, very popular, ripe for other companies to have imitated, which they did. This is a wonderful piece of American Brilliant Cut Glass!
