This was my mother's Westclox "Moonbeam" alarm clock, I believe circa 1950. The "alarm" is a blinking light inside the clock (on the left side) that lights up to wake up a person.
It's been stored for some time now and seems the Bakelite case is having some condition issues and will need cleaning if ever I put it into use. It was in my bedroom as a child and annoyed me with a light humming sound it makes.
