This is a 1980's Zebco #228 fish scale made by the Zebco Co., Tulsa, OK.
The scale plate is marked: Zebco / De-Liar Model 228 / Made in the USA
There is a retractable measuring tape to allow measurement up to 34" and the spring-operated weight scale measures up to 28 lbs. (about 12.75kgs)
These scales can be dated by the type of face plate & the ruler color. - (S-15)
Used one all the time when I was younger.
