    Agnes Baden-Powell, sister of Sir Robert, organized the British Girl Guides in 1910. Robert Baden-Powell founded the Boy Scouts. Juliet Gordon Low founded the Girl Guides in the United States in 1912 at Savannah, GA, in the British format. The name was changed to Girl Scouts the following year, and headquarters moved to New York. The Girl Scout movement enrolls participants between the ages of five and 17, although Campus Girl Scouts--young college students--may be older.
