Any help? I believe it's a 1925 toledo grocery scale. Last patent on it is 1925. Any help on figuring out or how about to do so will be greatly appreciated

This is a fantasy or made up piece, to sell to unsuspecting Coke collectors. The scale is a nice piece but someone painted to deceive so I would have it stripped and repainted in white or mint green, to look more original.
