The ashtray seems to be hand made with glass resign on top of papermached cigar logos on the bottom and the "family or cuban ??"
Shield or crest with a KINGS crown at the top in the middle surrounded by Cigar seals. One corner of the seal has the English Lion.
You can see each paper item has been cut out by hand and then a gold paper over the bottom of all the seals..which actually has wrinkles in the paper.. it has a bit of paper missing on the bottom, but all the seals are intact. I have searched every where on internet and cannot find anything like it. Has anyone heard or seen something similar. It was my grandfathers collections of pipes - corncob etc.

Thanks TA that helped a lot knowing it was a "cigar band"..found some things similar..before that had not found anything like it in searches.
