Who is that man on this box??

I picked this wooden box up at a thrift store. It's a sturdy little box, and I've started sanding it. OK, maybe I shouldn't sand things that could turn out to be a collector's item of some sort... anyway, there is a signature and number on the bottom of the box, and on the top inside lid there is a picture of a man, made out of cut out stickers. Who is that man? What is the signature? Has anyone seen this before? The box is about 8" x 4 " (I forgot to measure it exactly).
