Can someone tell me what is ti? It is made of metal. Inside of a long tube is a solid piece that moves in and out, but does not come out completely. it has a engraving "PAT. JUNE. 24 .29"
I got some very interesting response that it could be a cigarette filler device (thank you for a very interesting suggestion), This response gave me an idea that it might be used gunpowder, I think that tube is too thin for a tobacco, and it has its end (inside part) tapered flat like a screwdriver
Looks like it could pack or stuff something. A cigarette maker? I don't smoke, but is it cigarette length to the ribbed section? And diameter? May not be the best design which is why we don't see many left.

Has nothing to do with a musical instrument - obviously it is for administering some kind of pre-measured load to something, shotgun shell reloader maybe?
Could be veterinarian in nature? To administer meds?
I agree with Tube that it is made to pack something. (Or inject something). Would have to be something that funnels easily, so a dry something that doesn't stick together or a liquid. That rules out grease but not oil & I can't think of anything non-sticky that it would be used for. Tobacco I don't see. Is the long end shaped to fit on something special? I'm just going thru the process of elimination. My 1st thought was a grease gun but it doesn't "run".
We can all only assume it is complete - there may be a piece missing at the exit end which would aid in identification.
I like Jim's idea. I was also thinking about administering medicine for STD's or even washing out ears. Loads of possibilities! If the "ti" isn't tin with the n worn off, the only other guess I can think of is the French word for small as often used to shorten the word petite.

Does the shaft part (with the ball end) go all the way to the end of the tube part? In other words, does the tapered M shape at the end equal to the end of the tube or is there a little space left inside?
Yes it does go all the way to the end, and when it's coming out something is holding it in so you can't pull it out completely.
Your comment about the M shape needs clarifying. Can we have a picture of that?
At the moment, the idea of gun powder only suggests to me a very inefficient method for loading a firearm. I am more inclined to suggest oil - perhaps to a bearing.

The patent date is not a Tuesday so it might be a bad date.

Hey alsh, could you double check the patent date? Sometimes they get scratched and are easy to misread.
It can't be for gunpowder because anything thing having to do with putting gunpowder in a weapon always does it in a measured way. You don't want to overload and blow yourself up. This could be for loading poison pellets into a rodent hole of somekind.
I made something similar to this for injecting pepper corns into briskets when I make pastrami.
Are you sure Riply? I don't see it at all & I've been shooting "smoke poles" for 59 yrs. Got a reference?
