Vase with ladder & two figurines stamped "Japan"

I am trying to find any info (when made, style, history) on this vase. It's 5 3/4" tall, base is 4" x 2" and stamped "JAPAN" in red capitol letters. The finish dull or matte, yet it has accent touches of shiny gold paint. I am guessing it is porcelain. I would like to say it belonged to a dear relative, but, alas, I bought it at a garage sale because I liked the design. I am amazed at the detail and choices of colors.
