WWI Kaiser "Face" Does anyone know for what reason this was made?

    I am at wit's end trying to figure out a item that I picked up about 15 years ago at an antiques/flea market. It is a very heavy (perhaps iron?) 5"x4" face of Kaiser Wilhelm II depicted as a devil (horns and all). It has the weight of a paperweight, but with a hook on top. Attached (with a worn out string) to the item when I purchased it was a small medal on which were inscribed the words "Liberty Victory Loan" and on the obverse "Awarded by the U.S. Treasury Department for Patriotic Service in Behalf of the Liberty Loans" and encircled with the words, "Made from Captured German Cannons"

    I've seen countless numbers of this same coin for sale in different venues, and quite a bit of documentation on the coin. What has me puzzled is the Kaiser "face?" Was that a special premium, perhaps, offered to those who gave to the Liberty Loans or sold a certain number of them? Any help on solving this mysterty would be much appreciated?
