    I bought a pair of these at a New Jersey flea market and was told they were off of a carriage. They have 3 holes to attach to something.

      They could be a carriage/buggy foot rest, they would attach to the underside of the carriage/buggy floor.

      I believe that is exactly right - he told me the were carriage steps and I was thinking of the step up into the carriage.
