I thought it was pretty cool, I picked it up recently.
It has no signature or date.
I don't know if there is a way to date the frame.
Any help would be appreciated to help me solve this one.

That's "The Old King" by Georges Rouault (French) from 1937. The original hangs in the Carnegie Institute Museum of Art in Pittsburgh, Pennsylvania. Yours looks like a "printed reproduction" on paper, right?

Peter has it right, my mother had a print of it in our living room, and was very proud of it, she knew what is was and who it was. We had a mix of framed prints of Picasso, Modigliani, Rouault, etc. at home with an appreciative connaisseur but low on funds.
