    I found this in an old house that we bought when the previous owners left everything in it to however bought it. So I am really just wondering what this is and if anybody could tell me what it is and when it is from it would be a big help.

      Looks like a surveyor's compass?

      Since it cites the Jones Act and has a blank to list the name of the boat... perhaps it's a navigation compass.
