This is a Georgian intaglio wax seal fob.
The chalcedony stone matrix depicts a bird flying out of a bird cage with the French motto above: Qui Me Néglige Me Perd
Translated to: Who Neglects Me Loses Me
I'm guessing this individual was pretty serious about correspondence. It's almost like a little message to the receiver, "If you don't respond to my letters soon, you lose me as a pen pal." LOL! At least that's my interpretation. I suppose it could be interpreted differently. Let me know what you think.
The last photo shows the impression in play-doh. :-)
