GE Service Award Tie Clip

I picked this up at a local show over the summer. The small attached plaque is stamped R10k. The clip itself is stamped with the GE logo, /20 12K GE. From all this I'm assuming the plaque is 10K gold, the Clip itself is 12K gold, and it was given to someone with 20 years of service. There's no manufacturer's mark. The blue stone has a lot of sparkle, maybe a sapphire? Another piece for my tie clip collection!
