are you sure it's French? Many of these fern stands were made here in good ole USA during Victorian period.
This is true. Do you like it? So How can you tell other than design? Are there markings. Some are very similar
I have a similar one in the attic stored and if time permits, I will check it out today. I do know it is numbered and somehow marked on the underside. Someone painted mine white 40 years ago because the original brass/bronze had started to shale off. It is still in good physicak shape with what I believe to
be an onyx/granite top.

I did not put the granite in mine but I have it and its in mint condition.
