This is a very interesting item that is a complete mystery to me as I have no idea what it is, or what it could be used for. It was owned by my late mother, who was a collector and a lifelong horsewoman. My first thought was that this was some sort of equine related device but after showing it to another horse woman she said she had never seen anything like it.

It's solid brass, heavy weight. Needs a good polish. Grooved.
The orange colored pieces on both the bottom part of the "handle" as well as around the brass ring at the top are small, perfectly circular rubber "bands" that are in perfect condition. No aging/hardening/cracking to the rubber material at all.

The curved handle is 10" in length and 2.5" around.
The circular hoop is 2.5" across and 8" around.

The hoop can move side to side (or front to back, whichever way you look at it)

I'm assuming it's an antique, seems to be older then vintage. Definitely like nothing I've ever seen before. I have run out of ideas as to what it could be, Very interesting nonetheless!

I don't know what it is, but the orange "rubber bands" look like O-rings to me; these are generally used for liquid seal purposes but can be used for other things as well. That may or may not help! If it were me I'd leave the brass unpolished... it's built up a nice patina.
