      This is a signed serigraph, a technique also known as screen-printing or silkscreen. It is a stencil technique that employs fabric stretched tight on a screen support frame. The artist blocks out areas on the fabric and applies ink with a squeegee. The ink covers everything except the blocked-out sections and the image appears on the paper, canvas or other surface placed beneath the screen. There would be certain requirements for the screen prints to qualify as original Fine Art Screen Prints or 'Serigraphs', they would be:
      #1 -The artist alone has conceptualized and created the master image on which the print is based. #2 -The print is made either by the artist or as per his directions and under his supervision. #3 -The finished print is approved by the artist.

      There is a Rafael Tufino piece of art on liveauctioneers with an enlarged signature - it does look like yours is authentic and yes, he did sign some in pencil. - Also, your serigraph is indeed one of his known works.
