My dad gave me this the other day and I've been trying to search for what this is. Only thing I got close to is a wine cooler, although this piece does not have an opening to fill it but it does have a spout. Someone please help!

I have the same one that I bought at a thrift store, but it's missing the wall plaque hanger and so I've been collecting images online with ambitions to build one - although it might just be easier/cheaper to buy the whole thing!

Indeed a glass barometer, also called a water barometer. When filled with water or similar liquid, with air trapped in the reservoir and then hung on wall ... the air pressure of the outside air coming in thru the spout compresses the trapped air and thus raises or lowers the level of the liquid in the spout.
