Fine shell engraving!
Noumea is the main town of "Nouvelle Calédonie", French territory in Pacific.
As there was a prison for convicts, perhaps it is a convict work of the era?

this looks like a really cool piece. too bad the photo is so tiny, we can't see much of it. i've been to Noumea when i was a kid - with my high school french class. in case you don't know, it's the capitol of New Caledonia and isn't too far from Australia in the South Pacific ocean.
Soooo beautiful!
