i found this at my great grand mother's home,i dont realy know a thing about this :/

It has all the appearance of being a scale of some sort in that one would hang the item to be filled and weghed on the hook end and take it off when it whent straight up........ Just a SWAG.

To be honest, I diud google HORA, I got a lot of hits referencing a HORA Glider from WW2, you might try some one with historical aircraft information....... Just a suggestion.

By the way, you only did close shots of the one side, what does the other one say? what are the graduations? there appears to be some info towards the end of the bar. It might help !

looks like an English ( or at least continental) version of the old cotton scale.

wow, i think thats what i have,but mine has a 10kg weight and can measure up to 250kg(about 550 lbs)
