Glass Bead Hibiscus Statement Necklace

I bought this in a second hand shop in Brooklyn, NY. It's all glass seed beads and is 17 1/2" long and the flower is 5" across.

It is not signed. Could this be a Stanley Hagler? And if so, how old might it be?
