My wife bought this at an antique store, but the owner had no clue what it was used for. Any thought?

More pictures and dimensions needed
I know I don't have the right words here but it looks like the tool that puts the snaps in leather or jeans. Or it puts rivets in...aghcollect is right, more pics and size needed.
Compared to size of the screw on the wall, it looks too large to be convenient in something like lap sewing (where you'd put on snaps/rivets/etc). It also appears to have a short squared off blade on the end (rather than a punch, which would be circular). The spring implies that that arm would go up and down for some reason (perhaps with just a movement of the handle, similar to a flyswatter (though short of a fly guillotine, I doubt this has anything to do with flies). The circle perplexes me. This appears utilitarian, so its doubtfully for design...so maybe to hold/lace something through. I thought about using the circle to absorb the force from the blade, but I think that would still causing cracking on the sides of the circle (like cracking a nut), if that were the purpose. I also can't decide if the arm should go on the top or the bottom (or even the side)... It would affect the possibilities for how it was used, leading to what it is... This certainly is an unsolved mystery. ...Btw, if you shake it by the handle, does the blade on the arm ever touch the steel piece with the hole or is the spring in the way?
