      Candy/mint/nut dish. It can be used as that but I don't think it is any of those.
      maybe a relish dish.

      this form is often called a nappy or in this case handle nappy since there is a handle; basically a small nut bowl. The ribbed pattern is a bit similar to Jenkins' 'Rib Over Drape', but that's not it; so don't know the pattern...
