      If you look closely, you will see that a clear glass bowl has had the colored glass glued to it.

      hard to say what you have with only one fuzzy photo. But as TA notes it looks to be an amateur hobby project adhering colored/stained glass to a clear footed bowl. Here is a colorful example of a cake stand:
