The "I in the O Diamond" is the Owens-Illinois Glass mark, makers of Duraglas - the number to the right would be a date code and the number to the left would be the bottle plant #. What is the rest of the lettering on the base say, your pix are not clear enough for me to read it. In addition, I believe the number 73 is actually 13 which would be the bottle mold number, again your pix not clear enough. The texture on the bottle is common for soda bottles so it would not be slippery when pulled out of an icey water cooler. May be an old Canada Dry Tonic Water bottle.

This Owens-Illinois logo (the I in an O inside an elongated diamond) indicates that it was made before 1954. See http://productmanufacturers.blogspot.com/2012/10/owens-illinois-glass-company.html for info on the plant number to tell where it was made.
