I am not sure what this is. I looked up Sheepshead racetrack and it was closed in early 1900's. Says at the bottom to save ticket with jockeys name as duplicate to one under sheepshead flag. The sheepshead flag has something under it that has not been removed, a bulge. I have no idea of what this is, age, or value.

Unless I'm badly mistaken this is an old punch card game, there are little pieces of paper (tickets) in each punch, you pay "X" for a punch and the pay out is noted above. I suspect it was for cigars since they are noted in the rules. What a great thing ! The winner is under that 'bulge' area !
