Rose Lamps Need Help Identifying

My wife got these at a sale I believe. Not sure the history of them. They have older plugs on them with exposed wires and screws. They look handpainted however only I do not feel any texture with exception of a few minor areas. Any thoughts about who the artist is or how old these are?
