I believe this dog is cast iron
I believe he is pottery and needs a careful dusting. I love his Art Deco beret!

Could well be Japanese too! These have a long history. They are based on 19th century Staffordshire pieces.
These are called "Spaghetti figures" , Made in Japan and popular 50's-70s Lots have a Scottish look
