It could be either nurse's or "normal" belt buckle, if not wearing hospital or nursing school coat of arms.
It is a very neat Art Nouveau design! Lovely, and loved :-)

Beautiful nouveau buckle, i thought they were called nurses buckles not because nurses wear them but because of where nurses wear them above the waist , i thought it was a general term ;-)
Gorgeous......and perhaps owned by a lady who could afford bespoke dressmaking.
The investment would repay itself as it is re-usable.......think Downton Abbey :-)
Thank you for the lovely comments everyone. Surf, thank you for the definition of 'nurses buckle'! that makes so much more sense than it belonging to a nurse. Peggy, I've often thought about wearing it, I will one day, don't think I could stretch to a Downton Abbey dress, wouldn't that be fun though :)
When my wife was training to be a nurse in the 1980's she was supplied with belts but not the buckles, they were allowed to wear one of their choice provided it was silver, because silver was easy to clean. I am not sure if this is why they were named Nurses Buckles but they were certainly much used back in the day!

That's really interesting William.
I've always thought of nurses buckles as being a little later, circa 1910/15 and usually of a little lessor quality.
This one, I think, is more likely to be worn with artistic and/or reformist dress like the range Liberty retailed.
Or made-to-measure fashion as Sklo42 suggested..
