A 9" wide bucket with holes like a colander or a strainer of some sort. I am not sure if this is an early colander or had some other purpose. Picking and rinsing berries perhaps?
This is often called Spatterware or Splatterware. It is a sort of blotchy pattern as opposed to the swirl pattern.
For age on this piece I will guestimate pre 1920.
