In the movie, yes.
In the movie Dorothy's did not, it was the basket Miss Gulch had when she came to get Dorothy's dog on the bicycle. At the Land of oz theme park this is the way the costume and props looked. the park was done in late 60s through the 70s and had a much different look then the movie. Dorothy also had knee socks at the park.
