Whilst not sure what I should call this (please enlighton me) I am very pleased to have found it! Not least because when it arrived it proved to be what I'd hoped i.e. the same Welz décor as the basket you've seen before.
You can see very well, on the bottom half, that the combination of horizontal ribbing and the pulling to form the pedestal disguises the
décor considerably.

I was looking at this, but resisted bidding... I love this piece.... and yet again, another example of my favorite décor by Welz.
The base with a different top is shown in a Fairly Lamp catalog....fairly lamp or miniature jardiniere and pedestal..... what ever you call it.... it is fabulous.....
It may simply be a small pedestal and Jardiniere...... or some tea lights were smaller back then..... I really do not know.... :-) It may be that they simply opted to produce a decorative piece using an existing pedestal mold.... We will probably never really know..... But we will always know it is gorgeous!!
What size diameter is the base of the bowl?
Mine is about 1.5", which approximates the typical size that I have seen:

I've never seen a Jardiniere and pedestal before... As my friend Rose says, "Wowser"!!
Hello scott, this one is the same....1.5", though the inside base is narrower of course. Good thing I'm not planning to use it....there again a tea light would probably fit the recess which takes the bowl.
It is a great find!
It is unusual to find the two pieces together-- I have only seen a handful or so with matching bowl in years of collecting.

Another beautiful two piece. This 'tissue paper' like decor is my favourite.
Peggy, I just read your comment on 'pairs', you made me smile, I'm the same, when obliged to by two, which are not a true pair, I always think I'll keep one and sell the other but then hate to split them up, lol
