An ohmmeter is an electronic device which measures resistance in an electronic component or circuit. It is composed of a ruled scale with an indicator needle or digital display, a range selector, and two probes.
Schaffler & Co. was founded about 1907 in Vienna by Konrad Schaffler focusing on the production of various electrical products and in 1917 began to manufacture pyrotechnical products (electrical firing systems for civil blasting, fuse-heads for the detonator business) in Winzendorf, Austria. -- Currently, Schaffler GmbH & Co. manufactures automotive safety system components such as fuse-heads for seat belt tensioners and igniters for airbag deployments.

The 1975 printed on your dial may be the year of manufacture and I assume the 269912 printed on the opposite side is the serial number.
The new ones now are digital readout.
