I found this medal (?) in my Grandmother's house. Any information about it would be appreciated. It measures about 2" top to bottom and the back is plain, no markings at all.

The town is the main administrative base of the Russian Northern Fleet. Severomorsk has the largest dry dock on the Kola Peninsula. (On May 13, 1984, on the outskirts of Severomorsk, there was a major fire at a stockpile of naval missiles.
