      The picture says little. The pedestal isn't terribly old but it is a bit unusual. From the one picture it appears to have porcelain casters which means little if they aren't original. If it has plate type castors or Philadelphia type castors makes a difference. That assumes they are original. Better pictures will get better replies.

      American Empire style? I think the floor-length columns give it a sort of deco-ish look. If this was not mass-produced there may be some maker's marks (impressed/stamped/branded) in very inconspicuous location.
