      The writing on the cup seems to give a fairly good explanation on it: souvenir cup give away at a McDs corporation family day picnic.

      What else are you looking for?

      Nothing comes up in a google search except yours here. A wild guess would be a McDonalds franchise owner had these made up for his family reunion. I would suggest tracking down the McDonalds in and around the area of that park, but without a name, who knows where that particular family could really be located, and with the passage of so much time, ownership may have changed hands. There are McDonalds collector clubs online, or as a last resort you could contact McDonalds. If it's a personal item as I suspect, don't think there's much value in it, but you never know.
