Antique Torture Mask

We are done with the first day of the estate sale, my friend decided to take a peek in the small attic space, this is what he found.
This metal piece first reminded me of a torture mask but a little bit small for a human face. Was made in 1932 and has a name DAISY.
What the heck is this ?
