      Looks like you have a Vintage "Can Opener". My first thought was a leather, or rubber gasket cutter, but I could not understand the 90 degree bend in the tip, until now. There is one like yours on ebay, and the seller admits he does not know what he has either, but lists all his guesses, which are good ones. The link below shows your tool at auction, marked #146, and I found 2 or 3 more variations of it as well. I'm pretty sure it was made in England.

      I think its a Saddle maker tack tool for re working the leather.

      "VINTAGE CAN OPENER" of the early 1900's, as shown in the Can Opener's Collector]s Notebook below ! Yours is shown in the book preview, on the second page, and the second one down from the top !
