Made in Russia, there are several hallmarks one is the hallmark for 874/1000, (84 zolotniki) and this object was designed between 1908 to 1917 to work with a weight greater than 8.5 g. Partly silver - gold plated. The inside is also gold plated .
The makers mark, according to the Latin alphabet is GR (see picture). This cup is 7.5 cm high and weighs 21.5 grams.
Thanks to our fellow collector davyd286 I know that these two characters are Armenian. In the meantime an Armenian lady told me these letter mean AA probably the receiver?

The two Cyrillic characters might be the first letters of someone's name .... Ts. Ts.
The GR maker's mark is unidentified at this stage it seems.
But the Kokoshnik mark indicates a Kiev manufacture:

I am positive that the engraved monogram is not Cyrillic, not Russian. Hebrew letters / initials would be expected on a Kiddush cup like this, or perhaps , one of the languages of the Caucasus, like Armenian.
Davyd286 thank you very much your advice. I found them in the Armenian alphabet. They are capitalized and translated mean: AYB but what this means to me is still a complete mystery.
Probably initials of the owner who likely received it as a gift for an anniversary or another special event (like a wedding or a religious ceremony).
