    Found this while going through my dad's garage. There appears to have been some metal (teeth) on the indention at the bottom of the metal hoop.

      I would say you have a peeler/scraper. Peeler side flat to peel potato and a side with teeth for dragging/scraping down an ear of corn to strip the nibblets off the cob.

      Looks like a scythe handle grip to me. Google search this.
