I would never say never (ie did anyone else make this very unusual shape), but this, to me, and many beliebers, is Welz in shape and décor.
The form of applied glass at base and the hobnails mirror multiple Welz posts.
It is 18cm tall.

This shape is a marker for Welz production. It is found in several marker decors by Welz, along with a wide variety of other decors not designated as markers. I will post some examples.
