My sister in law inherited this chair from a family member directly related to Joseph William Robertson (1809-1870) who purchased the house that housed the French Envoy to the Republic of Texas in 1848. The home in Austin was purchased from the Robertson's heirs in 1945 by the state of Texas and is now known as the French Ligation in Austin, Texas. It has rollers and was recovered sometime within the past ten years by my sister in law. The French Ligation was active for about a year 1839/1840 subsequently sold to a clergyman who owned it for a year or so then sold to a broker and then in 1848 to Robertson. It appears that the French envoy left some if not all of the furnishings which were passed down to the new owner and with some probability most went with the sale of the home to Robertson. It would be great if someone can identify this chair as being French and made prior to 1839

Speculative history & wish you luck. Sounds like you have part of it traced & hope you can verify it. Without verified & certified documentation, - well, it's a cruel world. Bon chance!
