    Trying to identify what this tool is. Made by National Cutlery Co. in Philadelphia, PA. Bought at thrift store. When I purchased it had a tag saying it was a electrical wire cutter but I can not find any information about it on-line. Item is made of forged steel. Has blade for cutting attached at top. Brass colored part on top is adjustable can be turned. B elieve it was made around early 1900's. Any help would be greatly appreciated.

      It is a button hole cutter. Brass part turns to vary the length of the button hole cut.
