This chair is constructed from a light colored wood, yet is painted black. It has some decoration on it. Can anyone tell me a little about it?

I have seen some regency chairs similar to this which were jappaned black, but there are other elements also, so it may be extremely impossible to attribute unless someone out there has one with a label. There were about 95% of mfg at least who went out of business without leaving records.

I'd call it Sheraton in style-- not sure on the maker.

Some additional photos of the bottom, back and markings may be helpful.

Thanks for the comments. I have added a couple more pictures. I couldn't find markings unfortunately. the wood in the seat area is cherry I believe.
