      Hi Anne, your beautiful mourning hair work brooch is from 1850' era. Low carat gold or pinchbeck mount.
      Impossible to say who was the deceased or owner of it as it was very usual to have these made (for the wealthy!) then!
      No valuations here, you may check ebay sold item section for early Victorian mourning hair brooch.

      Goede Avond....I agree with kyra. This brooch has a steel pin. High quality gold jewelry has pins made of gold, not steel.
