I have a silver item which looks like a scissors and has my grandmother's initials of EH, but no idea what this can be. It has a sticker on the back that says c. 1829 so maybe it was purchased or appraised at one time, but cannot for the life of me figure this out. I thought maybe a garlic press or cigar stub thing, but does not cut, just presses. When you open it like you would a scissors, the pointed end does not move, but the side section comes out like a press and clamps down flat.

Candle Wick Trimmer, Snipper or Snuffer.

Yes, a candle wick trimmer/snipper/snuffer. 1829 would date this to the Georgian/Regency period.
