    I found this at Urban Ore today. Someone had converted it into a very ugly lamp, which i removed. nothing was permanent, so the piece is perfect. i assume that it was for holding rubber stamps. The logo on top says 'Achilles'.

      Yes, that is exactly what it is - a carousel rubber stamp holder. The vintage ones normally have a cast iron base to keep them balanced. Here is one with 3 tiers.
